Raleigh hasn't held out hope that anyone else from his world would show up here. He and Mako had come together and maybe they're all that's left. Maybe, in spite of Pentecost's insistence that they'd be cancelling the apocalypse, it'd come anyway and he and Mako were in some weird sort of afterlife.

That theory is only cemented further when he finds him. Raleigh likes to take runs around the islands, likes to run and keep up his strength and stamina in case it's a fluke and he ends up back in a jaeger. It's hard to mistake his brother, though, even if it's been five long years.
